Arendal () is a municipality in Agder county in southeastern Norway. Arendal belongs to the region of Sørlandet. The administrative centre of the municipality is the city of Arendal (which is also the seat of Agder county). Some of the notable villages in Arendal include Rykene, Eydehavn, Færvik, Strengereid, Kongshavn, Kilsund, Brattekleiv, Torsbudalen, Longum, Saltrød, Staubø, Vrengen, and Kolbjørnsvik. The offices of UNEP/GRID-Arendal are also located in the city of Arendal.

Kilsund is a village in Arendal municipality in Agder county, Norway. The village is located on the island of Tverrdalsøya, although the village has grown over the bridge onto the nearby island of Flostaøya a short distance to the south. The village lies about northeast of the village of Strengereid, about northeast of the village of Eydehavn, about northeast of the town of Arendal, and about south of the town of Tvedestrand. Kilsund has two small villages located just to the north and east: Staubø and Holmsund.

Rykene or Rygene is a village located along the river Nidelva in Agder county, Norway. The village is primarily located in Arendal municipality, but a small portion of the village lies across the river in the neighboring municipality of Grimstad. Rykene is located about north of the town of Grimstad and about the same distance south of the city of Arendal. Tromøya () or Tromøy () (historic: Tromø) is the largest island in Southern Norway. The island is entirely located in the municipality of Arendal in Agder county, Norway. The island has about 5,300 residents (in 2015) which gives it a population density of about . The island is located directly across the harbor from the town of Arendal. The highest point on the island is the tall Vardåsen. The island is separated from the mainland to the north by the Tromøysundet strait and it is separated from the island of Hisøya to the southwest by the Galtesundet strait.

Eydehavn or Eydehamn is a village in the municipality of Arendal in Agder county, Norway. The village is located about northeast of the centre of the town of Arendal, about northeast of the village of Saltrød, about south of the village of Strengereid, and just across the Tromøysundet strait from Kongshamn on the island of Tromøy. The village is named after Sam Eyde, the Norwegian engineer and industrialist. The local sports team is called IL Sørfjell and have teen teams in a variety of sports. Eydehavn has about 1,100 residents as of 2015.

Hisøya or Hisøy (historically: Hisøen) is an island in Agder county, Norway. The island has been part of the municipality of Arendal since 1992. The main village areas on the island are Kolbjørnsvik, His, Slåbervig, and Sandviga. The village of Kolbjørnsvik is located across the harbor from the town of Arendal. There are two bridges that connect Hisøya to the mainland: the Strøm Bridge on the northwest side of the island and the Vippa Bridge on the southwest side of the island. In 2015, the island was home to about 4,450 people giving it a population density of about .

Kongshavn or Kongshamn is a village in the municipality of Arendal in Agder county, Norway. Its population (2009) was 862. Kongshavn is located on the north side of the island of Tromøya, across the Tromøysundet strait from the village of Eydehavn. It is about east of the town of Arendal and it is directly west of the village of Åmdalsøyra.

Merdø is an island in Arendal municipality in Agder county, Norway. The island lies along the Skagerrak coast, near the entrance to the Galtesundet, the main shipping channel leading to the town of Arendal on the mainland. The islands of Tromøy and Hisøya lie to the north and northwest. The small islands of Ærøya and Havsøya lie to the southwest. A part of the island is included in Raet National Park.

Færvik is a village in Arendal municipality in Agder county, Norway. The village is located on the southwestern part of the island of Tromøy. Tverrdalsøya is an island in Arendal municipality in Agder county, Norway. The island lies between the Oksefjorden, Eikelandsfjorden, and Kilsundet straits just off the mainland coast at the entrance to the Tvedestrandsfjorden which leads north to the town of Tvedestrand. The island of Flostaøya lies immediately to the south and the island of Borøy lies immediately to the east. The main population centre on the island is the village of Kilsund at the southern end of the island.

Flostaøya is an island in Arendal municipality in Agder county, Norway. The island lies along the Skaggerak coast between the islands of Tromøy to the southwest and Tverrdalsøya to the northeast. The island lies about northeast of the town of Arendal. Some of the larger villages on the island include Arnevik, Narestø, and Kalvøysund. The island has a bridge connection to the mainland at the southwest corner of the island and there is a bridge connection to Kilsund on the neighboring island of Tverrdalsøya at the north end.

Staubø is a village in Arendal municipality in Agder county, Norway. The village is located on the western shore of the island of Tverrdalsøya. Staubø lies immediately north of the large village of Kilsund and about northwest of the village of Holmsund. Staubø is considered part of the urban area of Kilsund by Statistics Norway. Historically, the area surrounding Staubø was part of the municipality of Flosta (from 1902 to 1962) and the municipal seat of government was located in Staubø.

Øyestad is a former municipality in the old Aust-Agder county in Norway. The municipality existed from 1838 until 1992, when it was merged into the present-day municipality of Arendal, which is now located in Agder county. At the time of its dissolution, the municipality of Øyestad encompassed most of the coastline between the towns of Grimstad and Arendal, along with the forested areas along the Nidelva river heading inland. Back in 1838, however, the municipality was far larger in size. The administrative centre was the village of Bjorbekk near the Bjorbekk Church.

Kolbjørnsvik is a village in Arendal municipality in Agder county, Norway. The village is located on the northern part of the island of Hisøya, across the harbour from the town of Arendal. The village of His and the Hisøy Church lie about south of Kolbjørnsvik. The former municipality of Hisøy had its municipal government located in this village. Today, the village is considered to be part of the town of Arendal, so separate population statistics are not kept.

Flosta is a former municipality in the old Aust-Agder county in Norway. The municipality existed from 1902 until its dissolution in 1962. It is currently part of the municipality of Arendal in Agder county. The administrative center of Flosta was at Staubø in the village of Kilsund. The municipality primarily encompassed the two islands of Flostaøya and Tverrdalsøya and about on the mainland just north of the islands including the villages of Eikeland, Borås, and Vatnebu.

Moland is a former municipality in the old Aust-Agder county in Norway. The municipality existed from 1962 until 1992 when it was merged into the present-day municipality of Arendal which is located in what is now Agder county. The administrative centre of the municipality was the village of Eydehavn which had a population of 6,011 in 1967 and 8,148 in 1992. Other villages in the municipality included Kilsund, Narestø, Saltrød, Brekka, Strengereid, Vatnebu, and Sagene.
