The outdoor rink was opened in 1967, and the indoor stadium was opened in 1986. Several world records have been set in the indoor stadium.

It was Japan's first International Skating Union (ISU) standard indoor 400m double-track, and only second indoor track speed skating in Japan. The other, Meiji Hokkaido-Tokachi Oval, is located in Obihiro, Hokkaido.
