アンソニー・ダウンズ（Anthony Downs、1930年11月21日 - 2021年10月2日 ）は、アメリカの政治学者。 カールトン・カレッジ卒業後、スタンフォード大学で経済学博士号を取得。1977年よりブルッキングス研究所上級研究員。 二大政党もしくは二大有力候補が小選挙区で競争する際に、政策が一つに収斂していくという命題は、いわゆる「ダウンズ均衡」として知られる。これはダウンズ独自の着想と言うよりも、ハロルド・ホテリングやによる中位投票者定理を選挙競争に置き換えたものである。 『民主主義の経済理論』は経済学のアナロジーで政治現象を分析したものであるが、後に政治現象が本格的な数理分析の対象となる上で、一定の基盤を作ったといえる。
