È una società per azioni pubblica il cui scopo principale era soddisfare i bisogni delle autorità locali. Proviene dallo smantellamento del gruppo Dexia di cui faceva parte fino al 10 ottobre 2011. È stata acquistata dallo Stato belga per 4 miliardi di euro. La sua sede è a Bruxelles.
