ビルバオ（スペイン語: Bilbao, [bilˈꞵao]）は、スペイン・バスク州ビスカヤ県の基礎自治体。ビスカヤ県の県都である。バスク語ではビルボ（Bilbo, [bilꞵo]）。スペイン王国の公用語は国家としてはスペイン語だが、バスク州の公用語はバスク語とスペイン語なのでバスク語名のビルボも、スペイン語名のビルバオも正式な名称ではあるが、ビルバオ市議会はバスク語でもスペイン語でも市の名称は公式にビルバオを用いると議決している。しかし王立バスク語アカデミーはビルバオ市の照会に対してはバスク語アカデミーの規則第145条にはビルボがバスク語の正式な名称であると回答している。かつて経済を支えた鉄鋼業、造船業が1980年代に衰退し、1983年の洪水でも打撃を受けた。1997年のビルバオ・グッゲンハイム美術館開館、それに先立つ工場排水に汚染された河川環境の改善、LRTや遊歩道、自転車道、公園の整備により、芸術・観光都市として再生した。世界界各地の「創造都市プロジェクト」中で最も成功した事例の一つとされている。
