Goal Storm, known as World Soccer: Winning Eleven in Japan, is a football sports video game developed by Konami Computer Entertainment Tokyo and published by Konami. It was released in late 1995 in North America and early 1996 elsewhere for the PlayStation. It is the first instalment of the Winning Eleven franchise, later known as Pro Evolution Soccer internationally. Gameplay-wise, the player controls one of thirty-six national teams over two different game modes, simulating association football matches and/or tournaments.

Goal Storm, conocido en Japón como World Soccer Winning Eleven, es un videojuego de fútbol para PlayStation, que salió a la venta en 1996 bajo desarrollo de Konami Computer Entertainment Tokyo. Está considerado como el precursor de la saga ISS Pro, aunque presenta notables diferencias sobre este. El juego fue uno de los primeros intentos por crear un simulador de fútbol tridimensional en exclusiva para PlayStation. El juego no debe confundirse con la saga International Superstar Soccer, desarrollada por el estudio de Konami en Osaka.
