Il gioco è stato annunciato da Sony l'11 luglio 2007 all'Electronic Entertainment Expo del 2007 ed è stato pubblicato in Europa il 29 maggio 2009 ed in America il 26 maggio 2009. È uno dei giochi presenti nel pacchetto Welcome Back pubblicato da Sony nel giugno 2011. Infamous si presenta come un free-roaming, ovvero un gioco dove è possibile girare liberamente per le ambientazioni e interagire con esse con il personaggio che il giocatore interpreta. Il protagonista ha accesso a vari superpoteri basati sull'elettricità che imparerà ad usare nel suo tentativo di riportare la pace nella città dominata dal caos più totale. Nel gioco è presente un sistema di reputazione basato sul Karma. Questo influenzerà la trama e darà al giocatore la possibilità di acquistare nuovi poteri attraverso dei "momenti Karma", situazioni in cui bisognerà fare delle scelte buone o malvagie; anche i poteri potranno essere evoluti a seconda dello stato di reputazione raggiunto.
