神户市（日语：神戸市／こうべし Kōbe shi */?）是位於日本兵庫縣東南部的都市，為兵庫縣首府，也是政令指定都市之一，下轄有9個區。全市面積557.02平方公里，人口則有1,522,273人（至2020年1月），是日本人口第七多的都市。其與大阪市、京都市並為京阪神都會區的核心都市，同時也和附近的衛星都市組成神戶都市圈。「神戶」這一地名是起源於現在神戶市中心的三宮、地區，這一帶在古代曾是生田神社的領地，並居住有生田神社的。神戶地處大阪灣沿岸，風浪平緩且沿岸水深較深，地形極為適宜建設港口。在古代時期，神戶就是京都及大阪的外港之一。1868年，神戶成為日本最早開放對外國通商的五個港口之一，之後迅速發展為日本主要的港口都市之一。身為日本最早一批的通商港口，神戶以開放和國際化的氣氛而聞名。1995年的阪神大地震雖然給神戶帶來巨大的打擊，然而經過多年的重建，其都市建設和人口都已超過地震之前的水準。神戶也是一座宜居都市，並曾在2007年入選福布斯雜誌評出的「世界最清潔的25座城市」。
