Its feather-like integument is evidence for protofeathers being basal to Ornithischia and possibly Dinosauria as a whole, rather than just to Coelurosauria, as previously suspected.

==Discovery and naming== thumb|left|Fossil elements In 2014, the type species Kulindadromeus zabaikalicus was named and described by Pascal Godefroit, Sofia Sinitsa, Danielle Dhouailly, Yuri Bolotsky, Alexander Sizov, Maria McNamara, Michael Benton, and Paul Spagna. The generic name is derived from the Kulinda sites and Classical Greek δρομεύς, dromeus, "runner". The specific name refers to the Zabaykalsky Krai.
