Mutsu (むつ市, Mutsu-shi) is een havenstad in de prefectuur Aomori in het noorden van Honshu, Japan. Op 1 november 2009 had de stad 61.229 inwoners. De bevolkingsdichtheid bedroeg 70,9 inw./km².
