Willem Rogier (Rogier) van Otterloo (Amsterdam, 11 december 1941 - Bilthoven, 29 januari 1988) was een Nederlandse componist en dirigent. Van Otterloo werd geboren in Amsterdam als oudste zoon van de componist en dirigent Willem van Otterloo en Anette Jacoba Adriana Heukers. Van kinds af aan werd het gevoel en de liefde voor muziek hem met de paplepel ingegoten. Hij volgde het Vossius Gymnasium te Amsterdam waar hij al vroeg met een klasgenoot die ook musicaal geïnteresseerd was, Edwin Rutten,
