الدولة هي مجموعة من الأفراد يُمارسون نشاطهم على إقليم جغرافي محدد ويخضعون لنظام سياسي معين مُتفق عليه فيما بينهم يتولى شؤون الدولة، وتشرف الدولة على أنشطة سياسية واقتصادية واجتماعية والتي تهدف إلى تقدمها وازدهارها وتحسين مستوى حياة الأفراد فيها، وينقسم العالم إلى مجموعة كبيرة من الدول، وإن اختلفت أشكالها وأنظمتها السياسية. أما اتفاقية مونتيفيديو بشأن حقوق وواجبات الدول فقد عرفت الدولة بأنها: مساحة من الأرض تمتلك سكان دائمون، إقليم محدد وحكومة قادرة على المحافظة والسيطرة الفعَّالة على أراضيها، وإجراء العلاقات الدولية مع الدول الأخرى.
