It is operated by Yurikamome, Inc., a third-sector subsidiary of Tokyo Rinkai Holdings, Inc. (TRHC), which itself is funded by the Tokyo Metropolitan Government, the largest shareholder of TRHC.
The line is named after the black-headed gull (yurikamome in Japanese), a common denizen of Tokyo Bay and the official metropolitan bird.
