I burakumin (部落民? lett. "abitanti dei villaggi") detti anche eta, sono un gruppo sociale giapponese storicamente segregato dal resto della società civile, e il burakumin mondai (部落民問題?) è il problema della loro assimilazione. Le origini della discriminazione dei burakumin vanno ricercate nello stigma attribuito a lavori tradizionalmente considerati , quali la conciatura della pelle o la macellazione degli animali. Questo stigma affonda le sue radici sia nella religione tradizionale dello shintō, secondo il quale sono impure le attività che hanno a che fare col sangue e la morte, come nel buddhismo, in cui l'uccisione di animali è considerata moralmente esecrabile.
