Its headquarters are located at Ostankino Technical Center near the Ostankino Tower in Moscow. The majority of its shares are owned or indirectly controlled by the state.

It was created by decree of Russian president Boris Yeltsin to replace Ostankino Television Channel One, which in turn replaced Programme One in 1991.
