The Septemberprogramm (, literally "September Program") was a memorandum authorized by Chancellor Theobald von Bethmann Hollweg of the German Empire at the beginning of World War I. It was drafted on 9 September 1914 by the Chancellor's private secretary, Kurt Riezler, in preparation of peace negotiations at a time when Germany was expected to defeat France quickly and decisively on the Western Front. Le Septemberprogramm (« Programme de septembre ») est la recension des buts de guerre poursuivi par le chancelier allemand Theobald von Bethmann Hollweg. Il est rendu public le 9 septembre 1914, cinq semaines après le début de la guerre. C'est un programme expansionniste en Europe qui vise à mettre en place une Mitteleuropa sous domination politique et économique allemande. Ce programme connaît une réalisation partielle à la suite de la révolution russe de novembre 1917 et la paix de Brest-Litovsk qui en découle mais les reculs de l'armée allemande et de ses alliés, la situation insurrectionnelle et l'armistice de novembre 1918 en sonnent alors définitivement le glas.
