Un'arma è un qualsiasi dispositivo, strumento meccanico o elemento di natura chimica, nucleare o elettromagnetica che venga utilizzato allo scopo di offendere oppure sia progettato per la difesa personale dell'utilizzatore. In linea puramente teorica, qualunque oggetto può essere utilizzato come arma, anche se chiaramente alcuni possono risultare più efficaci o idonei allo scopo rispetto ad altri. Da un punto di vista normativo e concettuale si distingue generalmente fra "arma propria" e "arma impropria", cioè fra oggetti progettati e creati appositamente per essere usati come armi e oggetti originariamente destinati invece ad altra funzione, che in un determinato frangente vengono usati come armi.
