Il gioco venne pubblicato il 23 dicembre 1998 in Giappone, il 9 settembre 1999 nel Nord America, il 14 ottobre in Europa, il 18 ottobre in Belgio, nei Paesi Bassi e in Lussemburgo, e il 1º dicembre in Australia, da SEGA per il Sega Dreamcast. Le edizioni distribuite in Occidente, essendo state pubblicate quasi un anno dopo l'originale, vantano della presenza di meno errori di programmazione rispetto a quella giapponese, perciò venne messa in commercio una versione finale aggiornata, chiamata Sonic Adventure International (ソニックアドベンチャー インターナショナル Sonikku Adobenchā Intānashonaru?), distribuita esclusivamente in Giappone il 14 ottobre 1999, la quale è identica a quella americana. Si tratta del sesto capitolo principale della serie, sesto sviluppato interamente dall'originale studio giapponese Sonic Team (senza contare Sonic Jam) e il primo gioco nella serie ad essere completamente in 3D. Cronologicamente, il gioco è ambientato alcuni anni dopo Sonic & Knuckles. Inoltre, il gioco è il primo a presentare l'attuale nuovo design dei personaggi principali della serie, che rappresenta la loro crescita fisica avvenuta con il passare degli anni dopo gli eventi di Sonic & Knuckles.
